Liberty Commercial Electrification Program Guide & Application


The Commercial Electrification Pilot Program (“Program”) supports the deployment of smart Level 2 (L2) EV Charging Stations in Missouri for use by EV fleets or located at workplaces for employee or visitor charging. EV Charging Stations deployed through this Program will be installed, owned and operated by Liberty.


Availability
This program is available to Liberty’s non-residential customers in Missouri who receive their regular service under Rate Schedule NS-GS, NS-LG, TC-LG, TC-GS, NS-SP, TC-SP or LP; who meet all program entry qualifications; and who operate facilities that offer private workplace parking for employees and/or operate a light, medium, or heavy-duty on-road vehicle fleet in Liberty’s electric service area stationed overnight next to the facility.

The program is capped at 10 L2 EV Charging Stations per Participant Site; a total of 50 EV Charging Stations will be deployed through the Program.

Glossary
Additional Connection Costs: Capital costs of distribution system and/or customer-side works which exceed $2,000.

Applicant: A Liberty non-residential electric customer who intends to participate in the Program and completes the requisite application documentation.

Connection Cost Estimate (“CCE”): an estimate issued by Liberty to the Applicant, outlining the scope and nature of requisite work to complete the safe installation of charging equipment, the associated cost responsibility, and available financing options.

EV Charging Station: Liberty-approved, vehicle accessible equipment comprised of a “smart” L2 electric vehicle charging device that is new, equipped with a SAE J1772 standard plug, capable of delivering at least 6.2 kilowatts of power to an EV, network-enabled, capable of delivering station utilization data to Liberty, and capable of receiving a demand response signal.

Minority or Women Business Enterprise (“M/WBE”): Any business certified by the Missouri Office of Equal Opportunity as an M/WBE.

Non-profit Organization: Any organization established as a nonprofit corporation under the Missouri Nonprofit Corporation Act.

Participant: A customer of Liberty who meets the Participant eligibility criteria, completes the application documents and the associated procedural steps, and who is subsequently invited to enter into the Program by executing the Participation Agreement.

Participation Agreement: The agreement between Liberty and the Participant further describing the terms and conditions governing the Participant’s acceptance into the Commercial Electrification Program. The current form of the Participant Agreement is available for review on Liberty’s website.

Site: The physical premises owned or leased by the Participant, judged by Liberty to be adequate in size, location, and proximity to electrical infrastructure to safely install and operate the EV Charging Station(s).

Fees

In addition to fees and charges paid to Liberty for electric service to Participant’s facilities, including the Customer Access Fee, the Demand and Facilities Charges, and the Energy Charges, plus applicable riders and taxes set forth in Rate Schedule CEPP, Participant will pay the following fees set forth in Rate Schedule CEPP for Liberty’s installation of the EV Charging Station(s) at the Site.

CEPP Enrollment Fee: a one-time entry fee of $2,500 (total regardless of how many EV chargers are being installed) payable by the Participant at the time of executing the Participation Agreement with Liberty. The Enrollment Fee will be waived for qualified Participants that are either M/WBE certified by the Missouri Office of Equal Opportunity or Non-profit Organizations.

CEPP Monthly Participation Fee: a fixed fee of $199.38 per month, per charger installed, payable by the Participant on a monthly basis to recover Liberty’s costs in deploying, financing, and operating the EV Charging Station(s) plus all the applicable taxes. (See Program Guide for complete fee information.)

Demand Charge: Should the operation of the EV Charging Stations result in demand charges whether recorded on the Participant’s main AMI meter or on a separately installed meter for the charging stations, these charges shall be payable as per the tariff schedule applicable to the Participant’s facilities.

Eligibility and Documentation Requirements
To meet the minimum eligibility requirements for participation, an Applicant must demonstrate the following:
• Existing Liberty service account in Missouri that is in good standing under Rate Schedule NS-GS, NS-LG, TC-LG, TC-GS, NS-SP, TC-SP or LP
• Documentation of proof of ownership or lease of the Site, such as a deed of title or copy of lease
• If leasing the property, copy of the property owner’s written consent to the installation of an EV Charging Station at the Site
• Ability to confirm that the scope and nature of modifications to the property typically required for the operation of a Liberty-approved EV charger(s) have been communicated and consented to by the property’s mortgage holding institution(s) and all insurance provider(s) (as applicable)

Process Flow

The EV Charging Stations deployed through this Program will be installed, owned and operated by Liberty.

Availability

This Program is available to school districts in Missouri within the Liberty service area who take service NS-GS, TC-GS, NS-LG, TC-LG, NS-SP or TC-SP, and who currently own or lease electric school buses. You must own or lease electric school buses in number, existing or ordered, at least equal to the total number of charging ports in the EV Charging Station(s) for which you are applying.

Glossary

Additional Connection Costs: Capital costs of distribution system and/or customer-side works which exceed $5,000 per EV Charging Station. The Participants are solely responsible for these costs.

Connection Cost Estimate (“CCE”): An estimate issued by Liberty to the Applicant outlining the scope and nature of requisite work to complete the safe installation of EV Charging Stations and the associated cost responsibility.

EV Charging Station: Vehicle accessible equipment comprised of a “smart” L2 or DCFC electric vehicle charging device that is new, equipped with a SAE J1772 standard plug, capable of delivering at least 6.2 kilowatts of power to an EV, network-enabled, capable of delivering station utilization data to Liberty, and capable of receiving a demand response signal.

Should the operation of the EV Charging Stations result in demand charges whether recorded on the Participant’s main meter or on a separately installed meter for the charging stations, these charges shall be payable as per the tariff schedule applicable to the Participant’s facilities. The Ready Charge Pilot Program (“Program”) supports the deployment of smart, network-enabled Level 2 (“L2”) and direct-current fast charging (“DCFC”) EV Charging Station(s) at publicly accessible commercial customer sites in Missouri for shared public use. The EV Charging Station(s) installed through the Program will be owned and operated by Liberty.

Availability

This Program is available to the Liberty’s non-residential customers in Missouri who take service under Rate Schedule NS-GS, TC-GS, NS-LG, TC-LG, NS-SP or TC-PS, who operate publicly accessible and otherwise suitable locations, and who wish to serve as site hosts for Liberty-owned L2 and/or DCFC EV EV Charging Station(s). The EV Charging Station(s) must be publicly accessible 24/7 and intended for shared use by EV drivers.

Participants in the Program may not install more than three dual-port L2 EV Charging Stations or three DCFC Stations, or a combination of the two types up to a total of three Charging Stations per Participant Site.

Connection Cost Estimate (“CCE”): an estimate issued by Liberty to the Applicant outlining the scope and nature of requisite work to complete the safe installation of the EV Charging Station(s) and the associated cost responsibility including any Additional Connection Cost Fee.

EV Charging Station: Liberty-approved, vehicle accessible equipment comprised of a “smart” L2 or DCFC electric vehicle charging device that is new, equipped with a SAE J1772 standard plug, capable of delivering at least 6.2 kilowatts of power to an EV, network-enabled, capable of delivering station utilization data to Liberty, and capable of receiving a demand response signal.

Site Evaluation Process: An assessment process developed and executed by Liberty or its agents to explore the suitability of potential Ready Charge Sites to the Program’s objectives, using objective and transparent scoring criteria.

Fees

Program Enrollment Fee: A one-time fee payable by the Participant at the time of executing the Participation Agreement with Liberty. The fee will vary according to the type of EV Charging Station installed and will be assessed on a per-Site basis and on the basis of the single largest capacity EV Charging Station installed, at the following rates:
• Dual-Port L2 Charger: $750.00
• DCFC Charger (any capacity): $1,000

Monthly Participation Fee: A fixed fee payable by the Participant on a monthly basis to recover Liberty’s costs to own, install, and operate the EV Charging Station(s) plus all the applicable taxes.
• Dual-Port L2 Charger: $40.83
• DCFC Charger (50 kW): $215.25
• DCFC Charger (150 kW): $290.64

Responsibility for the Cost of Energy Charged: A Participant may choose between one of the following cost responsibility options for payment of the Energy Charges for the energy consumed through the EV Charging Station(s) installed at Participant’s Site.

• Option 1: The Participant pays the per-kWh Energy Charge, plus the Fuel Adjustment Rate (“FAR”), the Energy Efficiency Cost Recovery (“EECR”), and the Demand Side Investment Mechanism (“DSIM”), and other applicable charges, taxes, vendor fees and residual program administration recovery charges.
• Option 2: The EV Charging Station user pays the per-kWh Energy Charge plus the Fuel Adjustment Rate (“FAR”), the Energy Efficiency Cost Recovery (“EECR”), and the Demand Side Investment Mechanism (“DSIM”), and other applicable charges, taxes, vendor fees, and the residual program administration recovery charges.

NOTE: EV Energy Charges and/or the FAR, EECR and DSIM rider surcharges may change over the term of the Transportation Electrification Pilot Program, as per order of the Missouri Public Service Commission.

Additional Connection Cost Fee: A one-time fee stated in the CCE that is payable by the Participant to Liberty for the costs of any distribution system or customer-side capital works and the applicable taxes, the costs of which exceed the costs recovered by Liberty through the Monthly Participation Fee.

Demand Charge: Should the operation of the EV Charging Station(s) result in demand charges recorded on the dedicated AMI meter and payable as per the tariff schedule applicable to the Participant’s facilities, these charges shall not be recovered from the Participant under either Cost Responsibility Option and shall be instead recovered from the residual program administration recovery component upon settlement by the Company.

Liberty Non-Road Rebate Pilot Program Guide & Application


The Missouri Non-Road Electrification Pilot Program (“Program”) provides incentives to encourage adoption of qualifying electric technologies that would otherwise be powered by gasoline or diesel, including electric forklifts, electric-standby truck refrigeration units (“TRUs”), and truck stop electrification equipment to power driver cabin appliances.

Electric Lift Trucks

Glossary
Participant: A Liberty customer that meets the eligibility for participation and who executes a Participant Agreement.

Affiliate: With respect to any entity, each entity that directly or indirectly controls, is controlled by, or is under common control with such designated entity, with "control" meaning the possession, directly or indirectly, of the power to direct management and policies, whether through ownership of voting securities (if applicable) or by contract or otherwise.

Overview
Incentives through the Program will be provided via customer rebates.

Rebates are exclusive to the following equipment:

• The Forklift Equipment rebate is available to commercial and industrial customers, including customers in the manufacturing, wholesale and retail trade, and warehousing sectors who own and/or lease and operate eligible forklift equipment that meets the following criteria:

• Eligible forklift equipment shall be defined as vehicles with two power-operated prongs at the front that can be slid under heavy loads and then raised for moving and stacking materials in warehouses, shipping depots, distribution center, etc.

• Incentives are only available for Class I Lift Trucks having a capacity of greater than 6,000 pounds only, and which are not replacing existing equipment that utilizes propane as its fuel source.

• The Electric-Standby Truck Refrigeration Unit (TRU) Equipment rebate is available to commercial and industrial customers, including customers in the trucking, manufacturing, wholesale and retail trade, and warehousing sectors who install an electrical port powered by the electric grid for the purpose of powering a tractor trailer or box truck refrigeration system until and/or while perishable items are unloaded/loaded.

• The Truck Stop Electrification Equipment rebate is available to commercial trucking customers both at public truck stops and travel centers, as well as in warehouses and shipping depots, who purchase and install single- or dual-system electrification equipment for the purpose of providing truck drivers’ rest-period needs.

The incentives will be allocated on a first come – first served basis until the incentive budget has been expended in full. Participants may receive only one incentive per category.

Applications will be accepted year-round and will be processed on the last business day of each of the following months: March, June, September, December. Please allow up to four (4) weeks to receive rebate.

Should the interest in the Program exceed the available incentives at any time, first preference will be given to Participants who agree to incorporate suitable technology that allows for remote monitoring of equipment usage.

Additional criteria upon which Liberty will prioritize the distribution of incentives shall include:
• Applicant’s willingness to transition its facilities to time-of-use (TOU) rate schedules.
• Location in economically challenged areas of Liberty’s service territory.
• Lower estimated distribution system reinforcement expenditures required to accommodate the installation of equipment (relative to other Participants applying at the same time).

Eligibility Requirements
Applicants for the Program must have and maintain an account that is not more than 60 days delinquent or in default at the time of application.

Participants waive all rights to any retrospective billing reductions arising from a claim that the Participant's service would be or would have been at a lower cost had it not participated in the Program for any period of time.

Process Flow

• Liberty remits incentive rebate within 30 days of date of signed Participant Agreement

- Documentation of equipment specifications
- Equipment proof of purchase or lease
- Photo of new equipment
